Re: [IAC++] NEGLECT OF ARMED FORCES

Dear Col Nair

Many thanks for your list. The theory is well known. The problem is in
the practice.

Here is a 10 year old report by some American researcher
home.comcast.net/~christine_fair/pubs/Indian_Mout.pdf

What changed between Bluestar and 26/11 ?
Even in Bluestar the Army was let down by clear failures of
intelligence and breakdown of policing systems. A similar thing
happened at Hazratbal. It seems that the invisible controllers don't
want the Army to function. And then when you do send in troops,
somebody orders them not to use heavy weapons --> "We saw little girls
producing guns from under their frocks and shooting at us".
