What is the point in redefining the wheel ?
This, and similar questions, have already been sorted out by IAC's founders long ago.
In RTI case CIC/WB/A/2006/00416 IAC got the President of India to concede that the term VIP had not been defined. This is thanks to VEERESH MALIK.

Read it not because of "VIP" but because of all the other things IAC has always inquired into from its early beginnings.

You are forgetting the most important VVIPs ......who are given status of even higher than PM. These VVIPs are uneducated with no special or specific acheivement to their credit. They are exempted from all security checks at Indian Airports, hold no Government designation, they not bureaucrats or Governers but their status are above every one in the country. They have access to top secret military and nuclear installations with all the authority but no responsibility.

Thanks for the info. But defence scams at the cost of the soldiers started in Nehru's time itself. It was the Jeep scam and T T Krishnamachari had to resign but was later taken back by nehru. And there has been no let up on treacherous politicians and bureaucrats making money at the cost of national security and fighting capability of the armed forces.

By cancelling this Deal , our country 's security will not be jeopardized as we have Dhruva, the production of which should be increased.

I am pleased to inform you that Dr. Sandeep Gupta our member and regular contributor has been designated as a Hony. Gen. Secy of India Against Corruption andolan for his extensive work in RTI to expose and fight corruption. He joins company of many eminent RTI warriors associated with this group. As most of us know at the present time all the office bearers of IAC are eminent persons in RTI field with long track records of selfless service by using RTI responsibly for larger public good. And we hope to have many more with us soon.
As the moderation duties for HJ list have gone up, also because of our IAC moderation, and delays for 1 or 2 days are common, I encourage all our HJ members to become members of "Indiaresists RTI forum" and post in an unmoderated (but responsibly only on RTI) manner. We encourage you to post PDFs of your own RTIs and appeals and updates, and you may use the IAC reference/URL in your correspondence with PAs/CIC etc. (which is a valuable facility), and also as a backup for the more foolhardy/adventurous of you.
