[IAC] Re: Fake email

Dear Mr Ash ji :

I have gone through your earlier mail, as also to-day's, and matters
stand clarified, and your guidelines shall be followed. I donot get
fooled, and your clarification for your mail ID is OK.

There is one suggestion that you start a service to obtain RTI
informations for the public at large against a nominal charge of say
65/- where RTI Fee is Rs 50, and Rs 15, other places with fee at Rs
10, Because bureaucrats incharge (SPIO's) of RTI services in most
Departments are reluctant to provide honest and complete and timely
informations to general public or individuals.Label of the IAC shall
create productive deterrent and citizens can get much better results
and in time.

This can be centralized at one place, or spread out state wise,
entrusting jobs to a State office bearer to adjust charges to make the
service financially self viable.

Such applications and the progress, and final informations obtained be
put on the IAC Website, for many people requiring same or similar
information can be benefitted, and others encouraged, and most of all
give a healthy and service outlook to the IAC movement.

Secondly, IAC should obtain informations from State Information
Commissioners to find out the nos of Appeals decided, and nos of
defaulters fined.because, I donot have the data right now – but half
an year back, I found the % of defaulters fined were dismissal and
very low Thereafter, IAC should write to SIC's to improve their
working, by implementing the punishments / penalties strictly as per
provisions of the Act, because in my own case, even delays at the
level of State Commissioner orders were also condoned against no
reasons or explanations.

Secondly, an issue can be taken up that for appeals against SIC's, the
law provides no relief, because even against orders of the SIC, the
Central Information Commissions flatly refuses to entertain stating
that the appeal against order of the SIC lies with the State
Information itself, where either the person complained against is
asked to hear and decide the appeal or some one junior Commissioner is
asked to hear and decide the appeal against order of his own seniors.

Thirdly, the RTI Act 2005 law is silent who benefits from the Rs 250
per day or maximum of Rs 25,000 per case, the amount should frankly go
to the applicant, who has been harassed and put to expenses going all
the way to attend one, second, third and final appeal at State
Capital. The matter should be taken up and proper guidelines got
issued through Central Information Commission,
